In Cambridge and Boston, both law enforcement and public health officials agree on the results. There are far fewer dirty needles in our neighborhoods, HIV transmission has decreases; more addicts are being referred to treatment; and contrary to anyone's fears, there has been no increase in drug use.""Creating a needle exchange program takes bold leadership on the part of elected officials and law enforcement. It requires all of us to put aside our fears and misconceptions, work together, and confront AIDS and drug addiction.
